Communicate, Communicate, Communicate. That's the main point of everything! If we're not capable to reach every person we need, strategy could be the best but at the end won't succeed

Here's a strategy roadmap that universally can be accepted as a strategy. Like Jackie said, strategy is defined differently depending on a variety of factors like job function, end goal, etc. But, the strategy roadmap Jackie shared does not leave any room for interpretation.

Who, what, why, where, when, how?

I would love to see this roadmap turned into an actionable template.
